The paper deals with the Italian university policy dynamics in a historical perspective, then it focuses on the last decade reforms in the light of the most general international trend in the higher education policy. The analysis of the Italian case shows some peculiarities differntiating it from other countries. Such peculiarities are to be seen not only as effects of the Italian politics and policy making, but also as conditioned by societal and economic structures as well as by the academic culture of the professoriate.

Abstract
