In the 13th century BCE, the city of Emar was controlled by the Kings of Karkemiš, who acted as Hittite viceroys in Syria. In fact, documentation from this site mentions several officials associated with the Hittite provincial administration; these officials were sometimes directly dependent on Karkemiš. They were involved in legal agreements and economic transactions, especially as overseers, witnesses and signatories.
