Conclusion to migration and innovation: some reflections for a policy agenda

This concluding chapter builds on key insights from the preceding contributions in this book, offering some reflections on a policy agenda for migration and innovation. The discussion concerns four main points. First, it highlights the unintended consequences of selective immigration policies, including reduced inclusiveness and diversity, which can undermine a country's attractiveness to high-skilled migrants. Second, it presents some conditions under which high-skilled migration fosters innovation. Third, it addresses the impact of talent outflows on sending countries, noting the mixed success of returnee and diaspora-focused policies. Flexible approaches, such as promoting temporary mobility, are suggested to enhance knowledge transfer and mitigate negative selection. Finally, it calls for integrating migration policies into broader innovation strategies and advocates for greater international cooperation to optimise global talent flows.
