This essay is about the rules issued in 1621 for the “good government” of Lomellina, which was divided from the Principato of Pavia at the end of the 16th century; they had to moralize and rationalize the administration of this province. As the other counties of the State of Milano, after a first period of important conquers and of intensive institutional innovations, which had the aim of reducing the political control of the towns, the ruling of Lomellina began to suffer from problems such as corruption, power abuses and limitation in the exercizing of the power only to the rich landowners.
